The heat produced by the laser shrinks the collagen underneath the skin causing the skin above to contract. This gives skin a smoother look and reduces fine lines and wrinkles.
Lasers may also be used in skin resurfacing. With a bit of tuning on the laser used, the superficial layers of the skin can be removed down to a smooth layer of skin without causing discoloration.
As to the danger posed by the use of lasers such as skin burns, a cooling spray may be necessary to keep temperatures at a safe level.
